Article 12 of the Cotonou Partnership Agreement is an article on Policy Coherence for Development (PCD). It states that ACP countries can consult the European Commission if policies of the EU affect the development objectives or ACP countries or development policy of the EU itself. Although there are many examples where this incoherence is the case, there has only been one case of consultations. The promotion, explanation and transparency of this article is therefore necessary.

Kader Arif (S&D) raises awareness of the usefulness of article 12 at the Joint Parliamentary Assembly, by asking the Commission how it plans to consult the JPA, in particular as regards the drafting of the third PCD report in 2011.Arif is recognized as fair politician for bringing PCD and the importance of coherence, to the attention of the JPA and the Commission.

Subject: Policy Coherence for Development
Some EU policies (including the CAP and migration policy) can have an impact on the development of ACP countries. Article 12 of the Cotonou Agreement on policy coherence for development provides for consultation of ACP states where this is the case. How do you propose to consult the JPA, in particular as regards that drafting the Commissions third report in 2011?
